It's not surprising that a quarter of the bistros are run by Chinese, when you think about it... one in five people on this planet is Chinese, after all... pretty soon that will be any profession in any country, if it isn't already.
Some of the best French food I've ever had has been in Japan so I'm sure there's no racial handicap when it comes to the restaurant trade... (although mind you, I've never been to France so that ain't sayin' much)
