U.S. strategy shifts away from Al Qaeda

The Bush admnistration is shifting its focus away from Al Qaeda and towards more decentralized extremist groups, as well as concentrating on Iran as a dangerous actor capable of supplying unconventional weapons to terrorists. On the surface, these are all practical moves; Al Qaeda “Classic” is currently holed up in some cave somewhere, while small local cells are doing the heavy lifting of carnage and violence. Iran is also a threat, and has been for years. But the whole thing smells like a setup for an eventual bombing run and regime change in Tehran.
